If your company or organization uses the Number Portability Administration Center (NPAC), take note of several upcoming deadlines as part of the NPAC operation transition. Last year, the Federal Communications Commission selected Telcordia Technologies, Inc. d/b/a iconectiv (iconectiv) as the new Local Number Portability Administrator (LNPA). Because of the transition to a new LNPA, the FCC issued a public notice this week reminding all entities that use the NPAC to register with iconectiv.
NPAC users includes telecommunications and telecommunications-related Service Providers and Service Bureaus. Service Bureaus and Service providers with direct, mechanized connections to the NPAC must register with iconectiv by October 31, 2017.
Service Providers without a direct mechanized connection to the NPAC who want to participate in optional industry testing with the iconectiv NPAC also must register by October 31, 2017.
All other Service Providers must start the registration process by October 31, 2017 and fully complete registration by December 1, 2017.
iconectiv will provide the FCC a “non-responsive” list of Service Providers who do not register by October 31, 2017. This list will also be made available to state public utility commissions. According to the FCC, it is important for Service Providers to timely register with iconectiv because failure to register “may affect their ability to meet the number porting obligations of section 251(e)(2) of the Communications Act and the number porting requirements in the Commission’s rules after the transition.”
Other NPAC users, including law enforcement and public safety entities and users of the wireless Do-Not-Call service, must register by November 30, 2017 if they want to participate in testing before the switchover to iconectiv’s NPAC. These users must register by December 31, 2017 if they do not plan to participate in testing.
