Seasoned Professional Joins The Commpliance Group; Growth in Outsourced Compliance Demand Continues to Surge

Marashlian & Donahue, LLC, The CommLaw Group, recently welcomed Ronald E. Quirk, Jr. to The Commpliance Group, its affiliated regulatory consulting and outsourced compliance services division. Ron is a seasoned telecommunications law and consulting services professional, bringing with him a wealth of experience in diverse areas.

Ronald E. Quirk, Jr. joins The Commpliance Group as a Senior Regulatory Consultant where he will be assisting telecommunications providers with their ongoing state and federal compliance requirements.  Mr. Quirk provides consultancy services for clients such as CMRS carriers, IXCs, ILECs, CLECs, and Interconnected VoIP providers in a wide variety of compliance matters, including:

  • FCC Forms 499-A and 499-Q
  • Regulatory fees submissions
  • FCC 214 applications
  • CPNI annual certification
  • E-911 Compliance
  • CALEA Systems Security and Integrity submissions
  • Tariff updates/detariffing
  • State surcharges for high cost areas, advanced services, disabled customer devices, universal service funds
  • Outage reports for major and minor network outages, and
  • Voluntary and involuntary market exits.

Prior to joining Marashlian & Donahue, Mr. Quirk was Of Counsel at two AM Law100 firms, where he focused his practice on telecommunications compliance, regulatory, and policy work. Mr. Quirk has successfully represented a wide variety of telecommunications clients before the FCC and state regulatory commissions in matters involving:  regulatory compliance, licensing, formal and informal complaints, interconnection, intercarrier compensation, universal service, numbering, equipment certification, rebanding, and enforcement issues.  Mr. Quirk was also a Senior Attorney-Advisor in the FCC’s Wireless Telecommunications Bureau, where he gained critical experience in the regulation and licensing of various wireless services.  Mr. Quirk served as Team Leader in regulatory and spectrum auction proceedings, where he worked closely with numerous FCC officials, and addressed regulatory concerns of telecommunications industry representatives.  Mr. Quirk was also instrumental in resolving a number of regulatory disputes involving various telecommunications providers

Mr. Quirk has published several articles and white papers on various topical telecommunications issues, including:  FCC compliance, spectrum auctions, wireless telecommunications tax, unlicensed telecommunications, state and federal privacy laws, equipment authorization and marketing, and bankruptcy.

Mr. Quirk is a graduate of Catholic University’s Columbus School of Law, with a certificate from the Institute for Communications Law Studies.  He is a member of the Federal Communications Bar Association and the American Bar Association.  He is licensed to practice in Virginia and the District of Columbia.
