On February 15, 2012, the Federal Communications Commission (“FCC”) adopted an order requiring Interconnected VoIP service providers to report significant network outages that meet specific criteria and thresholds. The outage reports will be used by the FCC to track and analyze information on interconnected VoIP outages affecting 911 service. Interconnected VoIP service providers will only be required to report outages that result in a complete loss of service. Outage reports are made using the FCC’s Network Outage Reporting System (“NORS”).
